The Carbon Dioxide Monitoring (CO2M) mission is part of the Copernicus component of the European Union’s Space Programme. Under the EU-EUMETSAT Copernicus Contribution Agreement, and in partnership with ESA, EUMETSAT is contributing with the development of a significant part of the CO2M ground segment for EUMETSAT to undertake the responsibilities for routine operations of CO2M and the data processing and product dissemination to users.

The holders of these Spacecraft Operations Engineer (SOE) posts will be part of the EUMETSAT CO2M operations preparation team and formally report to the EUMETSAT CO2M Operations Preparation Manager in the Copernicus Mission Development (CMD) division.

As members of an ESA-EUMETSAT “Integrated Team”, during the development phase a part of the activities will be performed in colocation with the ESA operations preparation team at ESOC (Darmstadt), executing activities under the technical authority of the ESA Spacecraft Operations Manager. After the successful handover of the first CO2M satellite from ESOC to EUMETSAT, the post holders will be reassigned to the Flight Operations division (FLO) to conduct routine operations for Copernicus missions.

Duties

The main duties of the post will be as follows:

  • Support to the definition and maintenance of the Mission Operations Concept;
  • Support the production of validation plan defining operational validation rationale and associated operational scenario at system and facility level;
  • Analysis of relevant space segment items, e.g. Flight Operations Manual (FOM), operational databases, satellite simulator;
  • Contribute to the preparation and validation of the Flight Operations Procedures (FOPs);
  • Execute Flight Operations Segment (FOS) and satellite system verification, and operational validation activities;
  • Support to the verification and validation of FOS items at EUMETSAT (e.g. MCS and simulator);
  • Coordinate EUMETSAT contribution to the preparation of Satellite Verification Tests and validation campaign;
  • Provide support to the EUMETSAT CO2M teams for all aspects related to the FOM, satellite simulator, and operational databases;
  • Maintain a liaison with the development and validation of the operational ground control system under development by EUMETSAT.
  • Contribute to the hand-over of the satellite operations from ESA to EUMETSAT.

QUALIFICATIONS

University degree or equivalent in aerospace engineering or other relevant discipline.


LANGUAGES

The official languages of EUMETSAT are English and French. Candidates must be able to work effectively in English and have some knowledge of French.

Skills and Experience

  • Proven experience of spacecraft operations, preferably on Low Earth Orbit (LEO), 3-axis stabilised spacecraft with responsibility for one or more platform subsystems or instruments during operational phases;
  • Proven experience of a SCOS-2000-based mission control system and use of operations preparation tools;
  • Proven experience in the development of satellite ground segment facilities, in particular in procedure development, and operational interface with other team facilities;
  • Proven experience in satellite operations including anomaly investigation and resolution in liaison with satellite industry, procedure change control and configuration management processes;
  • Good knowledge of ECSS space system relevant standards and the Packet Utilisation Standard (PUS) – Experience in File-Based Operations (FBO) based on CCSDS File Delivery Protocol (CFDP) is an advantage;
  • Strengths in analysis, synthesis and presentation, coupled with very good interpersonal skills and a proven ability to apply these to the interactions within a team and between teams.

Employment Conditions

The initial contract will be of 4 years’ duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of follow-up contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT.
This post is graded A2/A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 6186 per month (net of internal tax) which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
