VN 20/09 Communications and Network Operations Engineer

Reporting to the System Operations Manager in the Real-time Services and System Operations Division (RSO), the Communications and Network Operations Engineer supports the operations and liaises with the maintenance of communications and network systems required for the real-time exploitation of EUMETSAT’s end-to-end satellite systems. This covers operations of internal and external communications networks, operational infrastructure, security, and interfacing with the Communications and Networks engineering team responsible for the maintenance and system upgrades. The post supports the routine operations phases of the current satellite systems, as well as the operations preparation for next generation systems.


  • Ensure continued effective operations of communication and network systems in order to maintain 24/7 availability. This includes monitoring, operational recovery in case of problems, and coordination with the Communications and Networks engineering team in charge of maintenance;
  • Liaise and coordinate with the ground segment and system operations teams to ensure the continuity and optimisation of mission operations from a communications and network systems perspective (through procedure and operations guide updates, configuration changes, database or user interface changes etc.);
  • Provide support, as required, to special or critical mission operations;
  • Define and maintain system and ground segment procedures and operations guides for operations of communications and network systems;
  • Process communications and network systems anomalies and support the processing of system/mission anomalies related to such systems, including documentation, investigation, classification, resolution/mitigation and participation in Anomaly Review Boards;
  • Coordinate with external entities and partners to analyse and resolve communications and network systems issues involving their contributions;
    • Support the Communications and Networks engineering team in the evolutions and upgrading of communications and network systems, including review of the design documentation and participation in Change Review Boards;
    • Support the verification and perform the operational validation of evolutions, upgrades of new developments of communications and networks systems for both standalone and in the context of an overall ground segment;
    • Plan and co-ordinate changes to communications and networks systems operated by external entities and partners, in order to maintain end-to-end system consistency and connectivity;
    • Provide support to the assessment of operational security issues relating to communications and networks systems;
    • Provide training to other members of the Operations Team, including production of training material, practical demonstrations and presentations.

University degree in Computer Science, Network Engineering or a relevant discipline..


The official languages of EUMETSAT are English and French. Candidates must be able to work effectively in English and have some knowledge of French.

  • Solid practical experience of operations of communications and network systems in a 24/7 real-time operations environment, including security aspects;
  • Experience of definition, development, integration, acceptance testing and operation of communications and network systems;
  • Practical experience of operation of Cisco or equivalent networks, WANs / LANs and demonstrated end-to-end systems knowledge.
  • Experience of Voice Loop Systems (VLS) would be an advantage;
  • Experience of management of technical teams or coordination of technical tasks would be an advantage;
  • Strong analysis, synthesis and presentation skills;
  • Good interpersonal and communication skills, and proven ability to apply these to working within and across teams.


The initial contract will be of 4 years’ duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of follow-up contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT.
This post is graded A2/A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 5,797 per month (net of internal tax) which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
