VN 22/19 Head of Division (LEO) and EPS-SG Programme Manager

Building on its multi-mission infrastructure and in close cooperation with its Member States, ESA and industry partners, EUMETSAT is developing the EUMETSAT Second Generation Polar System (EPS-SG).

The EPS-SG mission will monitor weather and climate from the mid-morning polar orbit over a period of 21 years starting in 2024/25, based on three successive pairs of Metop-SG satellites.

Reporting to the Director of Programme Preparation and Development, the Head of the LEO Division manages the overall EPS-SG Programme until hand over to operations, including the cooperation with external agencies (ESA, EC, NOAA, CNES and DLR) and industrial partners.

Duties

  • Manage the EPS-SG Programme and its allocated resources such that the programme meets technical and schedule requirements and remains within approved financial budgets;
  • Manage the development, integration, verification and validation and related procurements (ground segment, launch services, etc.) of the end-to-end EPS-SG system until its handover to Operations;
  • Manage the delivery of spacecraft to operations and the provision of satellite and instrument expertise throughout the operational phase;
  • Define, negotiate and control the arrangements on delegated developments, integrated support and work arrangements with the Technical and Scientific Support department and manage interactions with the Operations Department to ensure the launch, commissioning, and operational readiness of the system at the respective milestones;
  • Manage the programme-related relations with external institutional (ESA, EC, NOAA, CNES and DLR) and industrial partners;
  • Prepare all programme-related decisions required and frequently report to the EUMETSAT Management Board and Delegate Bodies;
  • Support the EPS Third Generation Programme, including mission definition and feasibility studies, negotiation of cooperation with ESA and other development partners, planning and costing of development and risk assessment;
  • Maintain the programmes competencies and continuously improve programme management, control and administration processes to meet quality and business objectives.

QUALIFICATIONS

A university degree (or equivalent) in a relevant engineering discipline.


LANGUAGES

The official languages of EUMETSAT are English and French. Candidates must be able to work effectively in English and have some knowledge of French.

Skills and Experience

  • Minimum 10 years’ proven experience in the development of operational satellite systems (space and ground segment), preferably Earth Observation systems;
  • Proven ability to plan and manage complex development projects under schedule, quality and cost constraints, preferably in an international environment;
  • Demonstrated ability to lead and develop large and diverse teams as well as working productively across organisational boundaries;
  • Experience in contracting and managing industrial partners as well as liaising with space agencies and user communities;
  • Highly developed relationship building and negotiation skills with excellent writing and presentations skills;
  • Demonstrated experience in continuous improvement and change management.

Employment Conditions

The initial contract will be of 4 years’ duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of follow-up contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT.
This post is graded A5/A6 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 10 662 per month (net of internal tax) which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
