In the EUMETSAT matrix organisation, the Remote Sensing and Products (RSP) Division of the Technical and Scientific Support (TSS) department provides science support to the development and operations of end-to-end satellite systems, focusing on the development, implementation and validation of new and improved operational observational products and processing chains, and supports the definition of user requirements for future satellite systems.
Within the RSP division, the EPS/EPS-SG Programme Scientist provides scientific leadership and coordinate the science support to the operations of the EUMETSAT Polar System (EPS) and to the development, commissioning and operations of the EUMETSAT Polar System of Second Generation (EPS-SG) systems.
Plan, coordinate and supervise the EPS and EPS-SG dedicated science support activities of the RSP division, based on day-to-day interactions with the Competence Areas of the RSP division contributing to the activities, and taking into account user requirements and operations and development requirements established at EPS and EPS-SG programme level;
Propose to RSP management measures aimed at securing the availability of the necessary skills and resources;
Represent EUMETSAT at science and user international fora, liaise and cooperate with the scientific community as required to support EPS and the EPS-SG.
Specific responsibilities related to the EPS-SG programme development:
Support the management of the EPS-SG development programme on all science and mission related matters;
Coordinate the production and maintain throughout the development cycle key programme level user and science documents like the End Users Requirements Document, the Science Plan, the algorithms theoretical baseline documents;
Assure the use of state-of-the-art scientific methods in EPS-SG processing and in Calibration and Validation (Cal/Val);
Guide and monitor scientific development, prototyping activities and the generation of reference processors for all EPS-SG instrument chains;
Manage the generation of specific test datasets fort the validation of processing chains and the preparation of users;
Supervise all scientific activities necessary for the commissioning of the EPS-SG system;
Coordinate scientific development from and response to international scientific and Science Advisory Groups (SAGs);
Responsibilities related to operations of EPS and of EPS-SG after commissioning:
Instigate and conduct scientific studies as relevant e.g. to assess system impacts on applications and to evaluate improved scientific processing algorithms or algorithms for Day 2 or new proposed observational products;
Guide and monitor scientific development, prototyping activities for new and improve products;
Follow up the deployment of new and improved products in the EPS and EPS-SG data processing systems and their validation;
Supervise all scientific activities necessary for the commissioning of the recurrent Metop-SG satellites.
Advanced university degree in remote sensing, meteorology, physics, engineering or another relevant discipline.
The official languages of EUMETSAT are English and French. Candidates must be able to work effectively in English and have some knowledge of French.

SKILLS AND EXPERIENCE
Extensive background in remote sensing physics, meteorology and atmospheric radiative transfer;
Proven experience of management of interactions between scientists and engineers/managers involved in the development of software-intensive systems driven by user requirements, performance objectives and cost and schedule constraints;
Proven experience of leading science teams, developing people, managing performance and ensuring the long-term availability of business critical skills;
At least 5 years experience in satellite data processing, retrieval of geophysical/meteorological products and assessment of data product quality;
Demonstrable success in defining, implementing, and supervising work on operational satellite-based meteorological products;
Demonstrable experience in satellite commissioning campaigns is an asset;
Experience liaising and working with external partner organisations and working groups;
Resilient self-starter with the ability to be flexible;
Strong interpersonal and team working skills and strength in written analysis, synthesis and presentation.
The initial contract will be of 4 years’ duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of follow-up contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT. This post is graded A4/A5 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 8312 per month (net of internal tax) which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
